Rogov Igor Ivanovich was born on 1950, May 17 in Baku. He has graduated from Kazakh State University Law Faculty.After graduation he was working as the investigator of internal affairs bodies of Almaty, then within 15 years was engaged in teaching activity. He has worked as: the Senior Consultant, the Deputy of Department of the President Administration and the Cabinet. He has been appointed as the Vice-President of the Constitutional Court, the Assistant, the Adviser of the Head of the State, the Chairman of the Supreme Judicial Council, the Minister of Justice. Recently - the Deputy Head of Administration of the President of the Republic Kazakhstan - the Head of Legal Department.

Ilyas Zhakipbekovich

Bahtybaev Ilyas Zhakipbekovich was born on August, 1st, 1948 in village Kyzyl-Tu-3 of area Talgarskij of the Alma-Aty area. Has ended a faculty of law of the Kazakh state university it. S.М. Kirov. From June, 1982 till December, 1984 - national judge Auezovskij of area of Almaty. From April till October, 1991 - the assistant to the public prosecutor of city Almaty. On March, 5th, 2008 the Decision of Mazhilis of Parliament it is appointed by a member of the Constitutional Council of the Republic of Kazakhstan. Has a class grade of the state adviser of justice 2 classes, the honorable worker of Office of Public Prosecutor of the Republic of Kazakhstan. The candidate of jurisprudence. He was decorated with «Kurmet» award, «Аstana» medal, anniversary medals: «Constitution of Kazakhstan of 10 years», «Parliament of the Republic of Kazakhstan of 10 years», «Independence of Republic of Kazakhstan of 10 years».

BELORUKOV Nikolaj Vasilyevich was born on 1952 March 20 in Karlovka, Volodarskij region, Kokshetauskaya oblast. In 1974 he has graduated from the Kazakh State University Law Faculty. He began his carrier as the builder of SMU-20 ALMA-ATA ZHILSTROY. After graduation he worked as: the Assistant of the Public Prosecutor of Alma-Atinskaya oblast, the Deputy Public Prosecutor of Kaskelen Regional Office of the Public Prosecutor of Alma-Atinskaya oblast. In 1980 he has been appointed as the Public Prosecutor of General Supervision Department of the Office of the Public Prosecutor of Kazakh SSR. In 2001-2002 was the Deputy Minister of Justice of the Republic of Kazakhstan. Then he worked as the Deputy Head of State and Legal Sector of the Presidential Administration, the Senior Inspector of the Judicial System Division of the State and Legal Deapartment of the Presidential Administration, the Senior Inspector of Law-enforcement and Judicial System Division of the Presidential Administration. Belorukov Nikolaj Vasilyevich is appointed as a member of the Constitutional Council of the Republic of Kazakhstan by the Decree of the President of the Republic of Kazakhstan on 1 April 2005.

Was born on July 10th 1969 in village Belterek of area Charskij of Semipalatinsk area. In 1986 has left high school villages Belterek with a medal, has the same year acted on faculty of law KazSU named Al-Faraby, also has ended in 1991 with distinction. In 1994 became advisers of the South-Kazakhstan regional court, in 1997 the judge of this court. MALINOVSKIJ Victor Aleksandrovich was born on May 27, 1956 in Almaty. Has ended a faculty of law of the Kazakh State university of name S.М. Kirov. Labor activity has begun the assistant, the senior teacher of faculty of state law and the Soviet construction, the assistant to the dean of a faculty of law of the Kazakh State university of name S.М. Kirov, the senior lecturer of faculty of the state construction and the right of Almaty institute of political science. Recently worked as the lawyer "Internews - Kazakhstan", managing faculty of constitutional law KazNPU of name Abai.

NURMAGAMBETOV
Amanzhol Magzumovich

NURMAGAMBETOV Amanzhol Magzumovich was born on 1950, June 3 in Kokshetau, Republic of Kazakhstan. In 1975 he has graduated from Kazakh State University Law Faculty, in 1982 - Ph.D. student of the Law Faculty of M.V. Lomonosov Moscow State University. From 1975 to 1989 – lecture of the Law Faculty of the Kazakh State University. From 1989 on party work, then on the state service in Administration of the President of Republic of Kazakhstan. In 1992 he was judge of the Constitutional Council, then was appointed as Member of the National Commission on Securities, then worked as Deputy Minister of Labor and Social Defense, then as Head of the Secretary of the Chairman of the Senate of Parliament, then as Senior Inspector of President’s Chancellery of the Republic of Kazakhstan. He is appointed as a member of the Constitutional Council of the Republic of Kazakhstan by Decree of the Chairman of the Parliament Mazhilis of the Republic of Kazakhstan on 30 March 2005.
