Yurij Alexandrovich

Chairman of the Constitutional Council

Khitrin Yurij Alexandrovich was born on 1946, August 24 in Almaty. He has graduated from the Kazakh State University Law Faculty in 1970. From 1969 to 1980 worked as the probationer, as the investigator of the Office of Public Prosecutor, as the investigator on exceptional importance cases of the Office of Public Prosecutor of the Republic, as the chief of the investigation department of the Almaty Office of Public Prosecutor, as the deputy chief of the Investigation department of the Office of Public Prosecutor of the Kaz SSR. In 1990 was appointed as a first deputy of the Office of Public Prosecutor of Kazakh SSR and as a member of the Office of Public Prosecutor Collegium. From 1992 to 1997 was a deputy of the General Prosecutor - the Military Prosecutor, in November 1997- as the General Prosecutor of the Republic of Kazakhstan. Khitrin Yurij Alexandrovich is appointed as the Chairman of the Constitutional Council of the Republic of Kazakhstan by the Decree of the President of the Republic of Kazakhstan on 21 December 2000.

SABIKENOV
Salakhiden Nursarievich

Salakhiden Nursarievich Sabikenov was born in 1939 in Guryev region. In 1964 has completed the full course of the Kazakh State University Law Faculty and has been directed to the affairs bodies. Salakhiden Sabikenov is the doctor of jurisprudence, the professor, the corresponding member of the National Academy of Sciences of the Republic of Kazakhstan, the full member and the Vice-president of the Economics and Law Academy. He has five monographs and more than 70 publications on the theory of state and law and important problems of constitutional law.

BUSURMANOV
Zhumabek Dushesovich

Zhumabek Dushesovich Busurmanov was born in 1950 in Irtysh area of Pavlodar Oblast. Married, has three sons. He has graduated from the Kazakh State University Law Faculty as a senior lecturer and a Doctor of jurisprudence. Has worked as a teacher of school, served in Navy (1968-1971); after graduation has worked as a lecturer of legal disciplines. Has served as the Deputy of the Head of Karaganda State University (1976-1992). From 1993-1994 was appointed as a consultant of analytical section of the President's Administration and Cabinet of Ministers of the Republic of Kazakhstan. In 1998-2002 - appointed as a member of the Constitutional Council of the Republic of Kazakhstan.

MAMONOV
Vladimir Vasilyevich
(1938 - 2001)

Vladimir Vasilyevich Mamonov was born in 1938 in Tambov region of the Russian federation. In 1967 has completed the full course of the Kazakh State University Law Faculty. Worked as the investigator of internal affairs bodies, then more than 25 years he was teaching law. Before being appointed as a member of the Constitutional Council he was a Head of Constitutional and Administrative Law Chair of the Kazakh State University. Vladimir Mamonov has the degree of the candidate of jurisprudence and academic status of the docent. He is the author of more than 60 publications on important problems of constitutional and administrative law.

AKUEV
Nikolay Ilyich

Nikolay Ilyich Akuev was born in 1941 in Kurgan area of the Russian Federation. In 1963 has completed the full course of the Moscow State University. After graduating the University he worked as a lectured of legal disciplines in the Secondary Specialized Educational Institution of the Ministry of Internal Affairs of the USSR in Almaty, then he was a research fellow, the head of section, the scientific secretary of the Philosophy and Law Institute of the Academy of Sciences Kazakh SSR. He is the candidate of jurisprudence, the professor of Turan University. He is the co-author of four collected monographs, the author of more than thirty scientific articles on questions of state and law.

ICHSANOV
Urdagali Kazhgalievich

Urdagali Kazhgalievich Ichsanov was born in West-Kazakhstan region in 1938. In 1962 after having been graduated from the Kazakh State University Law Faculty he has been directed to Almaty Regional Court. In 1965-1967 he worked as the Chief of the Chair of the Almaty Specialised School of Militia. From 1967 for 25 years he has been teaching at the Kazakh State University where he has passed a path from the senior lecturer up to the dean of the Evening and Correspondence Law Faculty. In 1992 Urdagali Ichsanov was elected as the judge of the Constitutional Court of the Republic of Kazakhstan. He is the candidate of jurisprudence, docent, the author of more than 50 scientific publications on legal problems.

SHOPIN
Vitaly Dmitrievich

Vitaly Dmitrievich Shopin was born in 1940 in the Belgorod region of the Russian Federation. In 1972 has completed the full course of the Kazakh State University Law Faculty. After graduation he was teaching law for 18 years. Vitaly Shopin has passed a path from the assistant up to the Head of Chair, the Dean of the Faculty of the aforementioned university. Before being appointed as a member of the Constitutional Council he worked as the Head of the "State and Law" program at the National High School of the State Management attached to the President of the Republic of Kazakhstan. He is candidate of jurisprudence, docent. He has several publications on problems of state and law.

TEMIRBULATOV
Serik Gabdullaevich

Serik Gabdullaevich Temirbulatov was born in 1954 in Karaganda. In 1979 has completed the full course of the Karaganda State University Law Faculty. For 11 years he was working in the prosecution bodies, starting as the investigator and the assistance to the Transport Prosecutor of the Karaganda region up to the Chief of the Division Republican Office of Prosecutor. He is the author of several publications on questions of state and law.

KOTOV
Anatoly Konstantinovich
(1955-2006)

Was born on July, 15, 1955 in the city of Moscow. In 1977 has ended a faculty of law the Kazakh state university named of S.М. Kirov. In 1995 - a member Expert-advisory at the President of the Republic of Kazakhstan under the project of the Constitution. In 1996 - the senator of Parliament of the Republic of Kazakhstan, the Secretary of Standing committee of the Senate under the legislation also it is judicial - legal reform.
