• Qualifying requirements Qualifying requirements to categories Administrative state posts 1) For category B-1: the head of structural division Education - the supreme professional; Not less than five years of the experience of public service, or not less than three years of the experience of work on supervising or other posts in the state bodies, or presence not less than six years of the experience of work in the areas corresponding to functional directions of a concrete post of the given category, including not less than three years on supervising posts. Knowledge in the field of the state (constitutional) legislation. Knowledge of the Constitution of the Republic of Kazakhstan, the constitutional laws of the Republic of Kazakhstan on the President of the Republic of Kazakhstan, on the Government, on Parliament and the status of its deputies, on judicial system and the status of judges, on the Constitutional Council of the Republic of Kazakhstan, the Rules of the Constitutional Council, and also laws of the Republic of Kazakhstan «About public service», «About struggle against corruption», «About administrative procedures», «About normative legal acts», the Code of honor of civil servants of the Republic of Kazakhstan, the normative legal acts of the Republic of Kazakhstan regulating the relations in areas, corresponding to specialization of a concrete post of the given category, Strategy of development of Kazakhstan till 2030, and also a state language in the volume necessary for execution of functional duties. On January 06, 2011 Constitutional Council passed the supplementary resolution on the application of the Central electoral commission “Of interpretation of the resolution of Constitutional Council of April 2004 № 5 “Of checking the Constitutional law “Of making amendments and additions into the Constitutional law “Of lections in the Republic of Kazakhstan” to its compliance with Constitution concerning the possibility of conducting elections to representative bodies of the Republic in Zhanaozen (Mangystau oblast) that is in state of emergency.

Constitutional Council announced the supplementary resolution on the application of the Central electoral commission “Of interpretation of the resolution of Constitutional Council of April 2004 № 5 “Of checking the Constitutional law “Of making amendments and additions into the Constitutional law “Of lections in the Republic of Kazakhstan” to its compliance with Constitution.
