Igor Ivanovich

Chairman of the Constitutional Council


Rogov Igor Ivanovich was born on 1950, May 17 in Baku. He has graduated from Kazakh State University Law Faculty.
After graduation he was working as the investigator of internal affairs bodies of Almaty, then within 15 years was engaged in teaching activity. He has worked as: the Senior Consultant, the Deputy of Department of the President Administration and the Cabinet. He has been appointed as the Vice-President of the Constitutional Court, the Assistant, the Adviser of the Head of the State, the Chairman of the Supreme Judicial Council, the Minister of Justice. Recently - the Deputy Head of Administration of the President of the Republic Kazakhstan - the Head of Legal Department.
Doctor of Jurisprudence, Professor.
The author of scientific publications on important problems of law.
Rogov Igor Ivanovich is appointed as the Chairman of the Constitutional Council of the Republic of Kazakhstan by the Decree of the President of the Republic of Kazakhstan on 15 June 2004.

ABISHEYV
Khabylsayat Asimbayevich


Abisheyv Khabylsayat Asimbayevich was born on 1957, May 23 in Karagandinskaya oblast.
In 1978 he was take in Karagandinskij State University Law Faculty. From university worked as a teacher of the chair of the University. From 1986 to 1989 - research fellow of the Philosophy and Law Institute of the Academy of Sciences Kazakh SSR. From 1991 to 1994- chief of the chair of the Karagandinskij State University.
In 1994 he was elected as the deputy of 13 th Supreme Council of the Republic of Kazakhstan. He was the Secretary of the Constitutional Law and Human Rights Committee. In 1996 January - Representative of the President of the Republic Kazakhstan in the Parliament Mazhilis of the Republic of Kazakhstan. In 1999 January -Parliament Senate Deputy of the Republic of Kazakhstan.
In 1999 December - State Inspector of the President Administration Department of the Republic of Kazakhstan.
Doctor of jurisprudence, senior lecturer-docent, the author of scientific publications on the theory and history of state and law.
Abisheyv Khabylsayat Asimbayevich is appointed as a member of the Constitutional Council of the Republic of Kazakhstan by Decree of the Chairman of the Parliament Mazhilis of the Republic of Kazakhstan on 20 February 2002.

BALTABAYEV
Quanysh Zhetpisovich


Baltabayev Quanysh Zhetpisovich was born on 1948, May 3 in Akmolinskaya oblast.
In 1976 has graduated from the Kazakh State University Law Faculty. On graduating at university he worked as the lecturer of the criminal law chair of the Karagandinskij State University.
From 1978 to 1981 was a Ph.D. student of the Philosophy and Law Institute of the Academy of Sciences Kazakh SSR.
From 1981 to 1998 he worked as lecturer then as senior lecturer and as chief of the criminal law chair of the Eurasian State University. Before being appointed as a member of the Constitutional Council he was the chief of the secretariat of the law and legal reform committee of the Parliament Senate of the Republic of Kazakhstan. Kh. Baltabayev is the member of the theses council of the Karagandinskij Institute of Ministry of Internal Affairs of the Republic of Kazakhstan.
Baltabayev Quanysh Zhetpisovich is doctor of jurisprudence, professor.
The author of scientific publications on important problems of criminal law.
Baltabayev Quanysh Zhetpisovich is appointed as a member of the Constitutional Council of the Republic of Kazakhstan by Decree of the Chairman of the Parliament Senate of the Republic of Kazakhstan on 20 February 2002.

BYCHKOVA
Svetlana Fedorovna


Bychkova Svetlana Fedorovna was born on 1957 July 7 in Gambulskaya oblast.
Graduated from Kazakh State University Physical (1978) and Law (1991)Faculty.
From 1978 to 1983 she worked as an engineer, as an expert, as a research fellow of the Kazakh Research Judicial Examination Institute.
From 1986 to 1997 worked as senior research fellow, as head of section, as deputy of director of the Kazakh Research Judicial Examination Institute. Before being appointed as a member of the Constitutional Council of the Republic of Kazakhstan Bychkova Svetlana Fedorovna was the Director of the Judicial Examination Center of the Ministry of Justice of the Republic of Kazakhstan.
The author of more than 100 scientific publications including monographs, scientific articles on criminal procedure, criminalistics, judicial examination.
She is the co-author of practical commentaries on the various laws of the Republic of Kazakhstan.
Bychkova Svetlana Fedorovna is a member of executive committee of the Fund "Legal Initiative-2030" and of the Lawyers Union of the Republic of Kazakhstan. Additionally Ms. Bychkova is a member of the Criminology Association of the Republic of Kazakhstan. She conferred The Medal "Eren Enbegishin".
Doctor of jurisprudence.
Bychkova Svetlana Fedorovna is appointed as a member of the Constitutional Council of the Republic of Kazakhstan by Decree of the President of the Republic of Kazakhstan on 20 February 2002.

ESENZHANOV
Amangeldy Esenzhanovich


Esenzhanov Amangeldy Esenzhanovich was born on 1943, May 27 in Almatinskaya oblast.
Graduated from Kazakh State University Law Faculty in 1973.
On graduating at University worked as a attorney, as the People's Judge of the Almatinskij District, then as a Deputy of the Chairman of the Court of the Almatinskaya Oblast, as a Head of Justice Section of the Almaty Municipal Executive Committee of the Deputy's Council, then as the Chairman of Municipal Court.
From 1990 to 1999- Deputy Head of Section on Questions of the Appeal for Pardon of the President Administration of the Republic of Kazakhstan. The author of scientific publications on jurisprudence.
Esenzhanov Amangeldy Esenzhanovich is appointed as a member of the Constitutional Council of the Republic of Kazakhstan by Decree of the Chairman of the Parliament Senate of the Republic of Kazakhstan on 30 March 1999.
He conferred the Order "Parasat".

KOTOV
Anatolij Konstantinovich


Born on 15 July 1955 in Moscow.
Graduated from Kazakh State University Law Faculty in 1977.
In September 1977 worked as senior consultant of the Ministry of Justice of Kazakh SSR. Then served in Ministry of Internal Affairs, officer.
From 1988 to 1994 worked in the Academy of Sciences Kazakh SSR. He has been promoted from the fellow researcher up to the head of section of State and Law Institute of the Republic of Kazakhstan.
In 1994 - pro- rector on scientific work of the Kazakh State Law Institute of the Ministry of Justice of the Republic of Kazakhstan.
In 1995- member of the Expert and Consultative Council at the President of the Republic of Kazakhstan.
In 1996 - senator of Parliament of the Republic of Kazakhstan, secretary of the permanent senate committee on law and judicial reform.
Kotov Anatolij Konstantinovich is the author of scientific publications on the theory of state and constitutional law. Co-author of the several monographs. Doctor of jurisprudence, professor.
Kotov Anatolij Konstantinovich is appointed as a member of the Constitutional Council of the Republic of Kazakhstan by Decree of the President of the Republic of Kazakhstan on 1 April 1999.

OMARKHANOV
Kurmanbek Aukenovich


Born on 5 July 1957 in Vostochno-Kazakhstanskaya oblast.
Graduated from Sverdlovskij Law Institute.
In 1985 worked as senior investigator in the Office of Public Prosecutor (Arkalyk, Kustanaj), as a senior assistant prosecutor of the Turgai oblast.
In 1994 worked as senior consultant of law-enforcement section of the apparatus of the government of the Republic of Kazakhstan.
In January 1997 worked as head of section of the law and judicial system department of the President Administration of the Republic of Kazakhstan.
The author of scientific publications on jurisprudence.
Omarkhanov Kurmanbek Aukenovich is appointed as a member of the Constitutional Council of the Republic of Kazakhstan by Decree of the Chairman of the Parliament Mazhilis on 20 February 2002.
